I think the Committee are determined that if the Mount Davis road be not made the money shall remain on deposit and await further developments. Personally it is a matter of indifference to me where the road is made. I am entirely guided in my refusal to sanction by the Military advice, and in my opinion the Colonial Office will not interfere especially as it would mean more forts.
